Leadership and Governance

Overview

Leadership and Governance

To thrive, California’s cities, counties and special districts need the best of governance and administrative leadership. When elected officials and top management professionals partner and govern efficiently, local government agencies can more effectively serve their communities. These resources aim to help elected officials and staff collaborate and effectively govern.

To assist with this, ILG is partnering with Cal-ICMA, the League of California Cities, CSAC, CSDA and the California City Management Foundation, to provide the resources below.

If you have additional articles, books or materials to support effective governance, please share them with ILG's Senior Program Manager Melissa Kuehne at mkuehne@ca-ilg.org.

California’s local governments face myriad of challenges from housing and homelessness, to climate, budget shortfalls and aging infrastructure. ILG’s Leadership & Governance pillar helps local government leaders build that foundation, develop leadership skills, operate with civility and decorum and increase public trust.

Codes of Conduct, Civility and Ethics

Collaboration among elected bodies and between individual members takes effort. Finding common ground and cultivating respectful relationships early on can make for a more civil and effective governing body.

A guiding document, or code of conduct, can help facilitate such collaboration and serve as a framework for decorum between individual members and the elected body as a whole.
