The Institute for Local Government’s E.M.P.O.W.E.R. Youth Toolkit focuses on supporting young people’s journey to successfully obtaining careers in local government and encouraging civic participation in their communities.

This toolkit provides resources for staff and elected officials to help local governments effectively communicate with the next generation of civic-minded leaders.
