David Loya is the City of Arcata Community Development Director. His work spans current planning, long-range urban planning and climate adaptation planning, housing policy and production, and economic development.

Mr. Loya is committed to public engagement and access to the public process for everyone; he leads diversity, equity, and inclusion initiatives in his department’s work to open access to traditionally marginalized communities and demographics to ensure public decisions include their voice.

David works to ensure all Arcatans have access to high-quality housing, vibrant community spaces, and a strong economy.
