Currently, most of the legal and policy framework for public participation comes by way of legal mandates defining public hearings, open comment periods and formulaic participation processes.  The Deliberative Democracy Consortium has come up with the first draft of a tool that will help local leaders begin to update and strengthen this legal framework for public participation.
